To fulfill the need for providing census geography which match the TLCGIS base map both in terms of the coordinate system and scale, an effort was launched to convert the TIGER Census Block file to a 1:1200 scale map file using TLCGIS map layers for control.  While the Census TIGER geography files provide the necessary feature and attribute base for conducting  population and demographic analysis, it is not sufficient for use in conjunction with other TLCGIS data sets due to a wide difference in scale.  The TIGER data is mapped at 1:100,000 scale and the TLCGIS data is mapped at 1:1200 or 1:2400 scale. 
The source data used for the creation of this layer was the 2000 census block TIGER File, TIGER street file (both mapped at a scale of 1:100,000) and the TLCGIS "lctseg" street file and landbase layers which contain census block boundaries, (eg "hydro"). The scale of these data sets is 1:1200.
The TIGER line files were re-projected to Florida State Plane (Zone 903).  Most block boundaries are street segments.  Some block boundaries are natural features such as lakes or streams, and in a few cases, parcel lines.  To produce the 1:1200 scale State Plane version of the census block data, analysts used the TIGER streets and other TIGER line files to identify the features forming the boundary of the census blocks.  These features were co-identified in the TLCGIS street file or landbase files and included in a new coverage using the ArcInfo command PUT.  The label points from the re-projected TIGER files were then included in the new coverage.  After polygon formation, extensive cross-referencing and QC evaluation was performed to ensure that the new census blocks were assigned the correct STFID value (primary key attribute).  In some cases, the boundary of the original census block could not be identified by any feature in one of the TLCGIS base data sets.  In these few cases, lines were added arbitrarily to form the boundary of the census block as accurately as possible based on the best available information.  The resulting file was a 1:1200 scale census block file which is co-registered with all the other TLCGIS data layers.
