Process description:
A polygon Shapefile of the Basic Windspeed Map as obtained from the Florida Department of Community Affairs. This map covers most of the southeastern United States. The polygon shapefile was converted to a line shapefile and then converted to an arc coverage. The arcs were attributed with windspeed, taken from the Windspeed map. The arc coverage was converted to a point coverage. This process provided a set of 217 sample points. These points were used to create a
continuous surface grid representing windspeed values using the spline function. Following this process, an integer grid matching the BND limits of the Leon County boundary was prepared and used to "clip" the spline surface to extract the portion covering Leon County.
The basic form of the minimum-curvature SPLINE interpolation imposes the following two conditions:
1. The surface must pass exactly through the data points.
2. The surface must have minimum curvature the cumulative sum of the squares of the second derivative terms of the surface, taken over each point on the surface, must be a minimum. The basic minimum-curvature technique is also referred to as thin plate interpolation. It ensures a smooth (continuous and
differentiable) surface together with continuous first-derivative surfaces. Rapid changes in gradient or slope (the first derivative) may occur in the vicinity of the data points; hence this model is not suitable for estimating second derivative (curvature).
The REGULARIZED option was used to derive the surface. The REGULARIZED option modifies the minimization criterion so that third derivative terms are incorporated into the minimization criteria. The {weight} argument specifies the weight attached to the third derivative terms during minimization, referred to as tau in the literature. Higher values of this term lead to smoother surfaces. Values between 0 and .5 are suitable. The value used was 1.2. Using the REGULARIZED option ensures a smooth surface together with smooth first-derivative surfaces. This technique is useful
if the second derivative of the interpolated surface needs to be computed. One mph contours were generated for the interpolated spline surface and clipped to the BND limits of Leon County.
