The Tallahassee-Leon County Enterprise Zone was created by a joint application between the City of Tallahassee and Leon County to the Florida Governor's Office in May 2002. Following the criteria set out by the Florida Legislature, the City and County determined those geographic areas within Leon County that qualified for inclusion into the enterprise zone. The Tallahassee-Leon County Enterprise Zone Development Agency, created by the Leon County Board of County Commissioners, has since made several revisions to the original Enterprise Zone boundary, with each set of changes later ratified by both the Tallahassee City Commission and the Leon County Board of County Commissioners, and accepted by the Governor's Office. The current boundaries of the Enterprise Zone were determined in a re-application to the Governor's Office in December 2005 and became effective on January 1, 2006. Per the Florida Legislature, these boundaries are set until at least January 1, 2009.
